TRIPOLI - 30 March 2019: Libya held rare municipal elections in nine communities on Saturday, although turnout in the country`s first voting for five years reached only about 38 percent.

The North African state, which has been mired in conflict and chaos since the 2011 toppling of Muammar Gaddafi, has not held any elections since 2014, when a heavily contested national vote ended up splitting the country into rival administrations and parliaments.

Only nine out of 69 municipal councils in southern and western Libya voted on Saturday, officials said. No violence or sabotage was reported.

Libya created 120 municipal councils in 2013 in a bid to end 42 years of centralisation and one man rule under Gaddafi. Some councils held elections in 2014.

The municipal board of each council includes seven members, which then elects a mayor.

"We`ll go on each Saturday until 33 councils hold their elections then we resume after the holy month of Ramadan so all councils are elected," Salem Bentahia, head of the elections commission, told Reuters.

The Muslim fasting month of Ramadan ends in early June.

In Zuwara, a town west of Tripoli near the Tunisian border, there was a modest turnout in the morning.

"We wish every success to this board and for it to achieve all the aspirations of this city`s residents in all areas," Abdulsalam Ramdan Abdulsalam said as he cast his vote.

Sisi noted that more than 300 billion pounds would be allocated for salaries in the 2019/2020 budget, up from 270 billion in the previous year.

The decisions were announced during a speech at a celebration organised by the National Council for Women to celebrate Egyptian women and ideal mothers at Al-Manara International Conference Centre in New Cairo.

The president also announced bonuses, such as granting an additional bonus of EGP 150 to all state employees in an attempt to ease austerity and inflationary effects on wage levels.

In addition, he announced a 15 percent increase in basic pensions for state employees, at a minimum of EGP 150, and an increase in the pension from EGP 750 to 900.

“You want to control prices, don’t buy things that get more expensive. The matter is simple. By God, by God, by God, anyone selling and buying wants to profit and be successful – if they find that their prices are exaggerated and people don’t go buy their commodities, prices will fall,” he said.

Elizabeth holmes and Sunny Balwani

  • Elizabeth Holmes, the founder of the infamous blood-testing startup Theranos, is reportedly engaged.
  • Her fiancé is William "Billy" Evans, a 27-year-old heir to a hospitality property management company in California, according to those reports.
  • Holmes and her ex-boyfriend, former Theranos president Sunny Balwani, are awaiting trial on federal charges of fraud, and she faces up to 20 years in prison if found guilty.

While Elizabeth Holmes faces the possibility of spending the next two decades in jail, the founder of the failed blood-testing startup Theranos has reportedly found the time to get engaged.

Holmes is engaged and living in a luxury apartment with her fiancé in San Francisco, Vanity Fair reports. Reports say the man is William "Billy" Evans, a 27-year heir to a chain of hotels in California.

Not much is known about the couple`s relationship, since they`ve largely kept things off of social media and out of the press. The couple has been keeping a low profile for good reason — Holmes faces federal fraud charges, stemming from allegations she covered up her company`s faulty blood testing technology and defrauded investors.

Here`s everything we know so far about Billy Evans, Elizabeth Holmes` fiancé:

Felix

  • Felix "PewDiePie" Kjellberg`s YouTube channel was overtaken by Indian music label T-Series this week.
  • The two channels have been bouncing back and forth between first and second place as each nears 100 million subscribers.
  • As of Saturday morning, T-Series is only ahead by about 100,000 subscribers.

The competition between Felix "PewDiePie" Kjellberg and Indian music label T-Series continues, as T-Series overtook PewDiePie once again early Saturday on YouTube.

As of Saturday morning, T-Series remains the most popular channel on YouTube with nearly 92 million subscribers. Kjellberg`s channel is a close second, with 91.8 million subscribers.

The ongoing competition between the two channels is the first time in years that a competitor has overtaken PewDiePie, and it`s a credit to the mass appeal of T-Series as a Bollywood-focused record label and film production firm.

T-Series (YouTube)

The T-Series YouTube channel primarily features music, music videos, performances, and movie trailers aimed at the Indian market. It has seen steady growth across the last several years, according to social media statistics and analytics firm Social Blade

Kjellberg`s channel is focused on gaming videos, vlogs, and commentary. He`s been operating the most popular YouTube channel with few exceptions for the past six-plus years.

As T-Series began to approach his subscriber number, a "Subscribe to PewDiePie" campaign was launched that has at times been connected with illegal and horrific acts — including the recent New Zealand mosque attacks. The suspected gunman said "Subscribe to PewDiePie" in a Facebook Live video broadcast of the attacks.

"I feel absolutely sickened having my name uttered by this person. My heart and thoughts go out to the victims, families, and everyone affected by this tragedy," Kjellberg said on Twitter in response.

The next stop for both channels: 100 million subscribers. Who will get there first remains to be seen.

  • Business Insider had the chance to check out a new 2019 Hyundai Tucson Ultimate AWD in the roads in and around Atlanta, Georgia.

  • In the marketplace, Tucson`s rivals include the Toyota RAV4, Honda CR-V, Nissan Rogue, Mazda CX-5, Subaru Forester, and Volkswagen Tiguan.
  • The base 2019 Tucson SE front-wheel-drive starts at 23,200 while the top-of-the-line Ultimate trim with front-wheel drive starts at 31,550. With options and fees, our Tucson Ultimate AWD came to an as-tested price of 34,120.

The compact SUV is without a doubt the most highly sought vehicle type in today`s market. Compact crossovers and SUV accounted for 18.2% of all auto sales in the US during 2018 and grew at an impressive 11.9% according to data compiled by Kelley Blue Book.

One compact SUV growing in prominence is the Hyundai Tucson. The Korean compact SUV saw US sales jump 24% last year to more than 142,000 units.

The current third-generation Tucson debuted in 2015 for the 2016 model year. This year, Hyundai gave the crossover a mid-life update that included a revised engine lineup, a brand new interior, new technology, and refreshed styling.

In the marketplace, Tucson`s rivals include the Toyota RAV4, Honda CR-V, Nissan Rogue, Mazda CX- 5, Subaru Forester, and Volkswagen Tiguan.

Recently, Business Insider had the chance to check out a new 2019 Hyundai Tucson Ultimate AWD in the roads in and around Atlanta, Georgia.

In our review, we praised the Tucson for its eye-pleasing looks, solid driving dynamics, strong tech package, and expertly designed cabin. However, we were less than impressed by its engine performance.

"The 2019 Hyundai Tucson looks fantastic, handles well, delivers a comfortable ride, boasts a really well-designed cabin, and is packed with tech," we said. "However, its lackluster fuel economy and underwhelming powertrain hold it back from becoming one of the segment`s elite offerings."

"Overall, it`s a very good compact crossover SUV," we added. "Unfortunately, it competes in a segment packed with a slew of other very good crossovers and even one or two that are near perfect."

The base 2019 Tucson SE front-wheel-drive starts at 23,200 while the top-of-the-line Ultimate trim with front-wheel drive starts at 31,550. All-wheel-drive is a 1,400 option. With options and fees, our Tucson came to an as-tested price of 34,120.

1. Snazzy styling: The Tucson received updated styling for the 2019 model year. And frankly speaking, we like it. It`s stylish and modern while maintaining an understated elegance you want it a compact crossover.

2. Quality interior: Overall, we were impressed by the Tucson`s interior. Material quality is, for the most part, solid. Although a few of the plastic trim pieces felt a bit too cheap for a 34,000 car.

3. Cabin ergonomics: Hyundai nailed it in terms of cabin ergonomics. All the buttons are clearly labeled while all of the important features are intuitively place and within arm`s reach for the driver.

Sundar Pichai

  • Google CEO Sundar Pichai met with President Trump on Wednesday, but instead of giving his take on how the conversation went, the chief exec remained silent.
  • Meanwhile, the president didn`t hold back, saying that Google is "totally committed to the U.S. military, not the Chinese Military."
  • But why would Pichai not say a word coming out of his meeting with Trump?
  • There could be a number of reasons, though one thing`s for sure — his decision follows a trend of other tech execs making a similar decision to remain quiet.

Google CEO Sundar Pichai met with President Trump on Wednesday, but anyone who follows the tech mogul would never have known it. Instead of proclaiming the value of his tete-a-tete with the POTUS, Pichai kept his lips sealed and his Twitter feed silent.

Meanwhile, the president didn`t hold back.

Trump tweeted, saying that Google is "totally committed to the U.S. military, not the Chinese Military" and that the two "discussed political fairness and various things that Google can do for our Country."

Trump also mistakenly called Pichai the "President of Google," rather than using his correct title, CEO.

Just met with @SundarPichai, President of @Google, who is obviously doing quite well. He stated strongly that he is totally committed to the U.S. Military, not the Chinese Military....

— Donald J. Trump (@realDonaldTrump) March 27, 2019

But why would Pichai not say a word coming out of his meeting with Trump — especially after the president had made damning accusations about Google just weeks prior?

Read more: Trump says Google CEO Sundar Pichai told him he is `totally committed to the U.S. military`

Communications lecturer at the University of Michigan`s Ross School of Business, Sarah Zimmerman, told Business Insider there could be a number of reasons for holding back.

For one, Pichai could have been using the meeting to "gain information," she said, while Trump wanted to "gain a win" and show the public that Google was willing to work with his administration.

Questions have surrounded Google`s commitment to working with the US government following the company`s decision last year not to renew its contract with the Pentagon. That decision came amid intense internal backlash at Google from employees who condemned the military work.

Zimmerman also said Pichai`s silence could be a sign that the chief exec didn`t want to align himself publicly with the president.

“Because Google’s work is so broad, beyond just search, there could be business reasons for not making clear political statements and political affiliations," she said. "But we can’t be sure until we see how different projects pan out in the future and look back at what they might have been discussing during the meeting."

A Google spokesperson declined Business Insider`s request for more information about the meeting.

On Wednesday, the company did issue an official statement, saying: "We were pleased to have productive conversations with the President about investing in the future of the American workforce, the growth of emerging technologies and our ongoing commitment to working with the U.S. government."

As for the reason behind Pichai`s trip to Washington in the first place, a source familiar with the matter told Business Insider that it was a result of his commitment to engage more in the nation`s capital following his testimony before Congress last December. The source said Pichai had held over a dozen meetings with government officials during his trip and has been accompanied by Google`s new head of government relations, Karan Bhatia.

But will we ever get a comment from Pichai himself about his meeting with Trump? It`s not likely.

Silence, it seems, is the trend after high-powered tech execs meet with the president.

Trump Cook Nadella Bezos

At the now famous roundtable at the White House with business leaders back in 2017 where no exec seemed happyApple CEO Tim Cook, Amazon CEO Jeff Bezos, Microsoft CEO Satya Nadella, and Alphabet Executive Chairman Eric Schmidt all stayed mum after the meeting.

Instead, on that day, Cook tweeted about visiting the disabled veterans monument, while Schmidt tweeted about a new, useful feature on Google Maps (perhaps one he used while on his way to the White House). Bezoes was quiet that day on Twitter, but five days later, he tweeted about having a "terrific meeting" with the Prime Minister of India.

In early March, Cook broke the trend and actually acknowledged his most recent meeting with Trump — albeit by poking fun at the president`s widely-noted slip up and changing his name on Twitter to "Tim Apple."

CAIRO - 30 March 2019: Chairperson of the National Council for Women (NCW) Maya Morsi presented the accomplishments achieved in the realm of women’s empowerment in her speech at the Egyptian Women Day ceremony held on Saturday.

Women’s Political Empowerment and Strengthening Her Role in Leading Positions

There are more than three million women who graduated from different programs designed for those purposes. A program called “Women who Lead the Future” is held in collaboration with the Banking Institute affiliated with the Central Bank of Egypt (CBE) and Amwal al-Ghad newspaper. A master’s degree in the sociology of gender is offered by Cairo University in partnership with the Ministry of Planning, Follow-Up, and Administrative Reform and the United Nations.

Several campaigns took place to raise awareness among women on the importance of their political participation. One is called “Your vote is For Egypt’s Future.” It took place in three governorates and reached three million women.

In 2030 strategy, there is a target to enhance women’s political participation and involvement in the decision-making processes on all scales by 35 percent. “We conducted a study on the representation of women in parliament in comparison to other countries. Although, it reached 15 percent, we still rank 135 globally,” Morsi stated clarifying that if the representation of women in parliament rises to 25 percent while the parliamentary representation of women in other countries remains constant, Egypt will jump to the 68th rank globally, 15th among African states, and fourth among Arab states as it now ranks 12th in the Arab World.”

For political empowerment, Egypt ranks 122nd on a global scale but can be the 91st if the percentage of women’s representation in parliament rises to 25 percent. If that is achieved and simultaneously the percentage of female ministers remains 25 percent, Egypt can jump to the 67th rank.

Economic Empowerment

“We aim at upgrading the qualifications of women to boost their participation in the labor force through education, training, marketing services, financial inclusion programs... We reached 126,000 women so far,” Morsi announced

“We appreciate our partnership with CBE which is still the first of its kind worldwide. We had a target to increase women’s bank accounts by 9-18 percent by 2030. Findex showed that 27 percent of bank accounts in Egypt belong to women. We have 800 female leaders who promote financial inclusion in governorates...The NCW opened its branches for national banks to promote their products among women,” Morsi said.

NCW Role in the Social Realm

“We have around five million beneficiaries of different programs including one that aims at combating breast cancer. Another is designed to serve people who are about to get married. That is in addition to camps for families targeting to eliminate wrong customs and traditions,” Morsi stated.

“Together” is the first social program in Egypt encompassing female preachers affiliated with the Ministry of Endowments, nuns, and female Christian servants to hold a dialogue on tolerance, and emphasize proximity and similarities in the values of both religions.

“When terrorism hits us, we get stronger not weaker. The Egyptian woman is a peacemaker in the face of extremism and terrorism,” Morsi asserted greeting Egyptian female preachers, nuns, and female Christian servants.

Violence Against Women Combat

18 units at universities for women to report relevant incidents

NCW receives complaints from all over the country

NCW issued a media code to evaluate content pertinent to women. Abou Al Arousa series was the most to adhere to the code.

Drafting legislations and laws that preserve women`s rights is a core responsibility of the NCW.

NCW initiated an award called “Stamp of Gender Equality and Women Empowerment” in partnership with the UNDP. The Micro, Small, and Medium Enterprise Development Agency (MSMEDA) is the first in the Arab World to receive the award and the second worldwide.

Many international entities praised the efforts of President Abdel Fatah al-Sisi in favor of women, Egypt’s women empowerment agenda, and the number of women in positions pertinent to decision-making processes.

Some of the applause came from the World Bank, the United Nations, and the European Union. Those institutions praised the efforts deployed by President Sisi in the realm of women empowerment, the 2030 National Strategy on Women Empowerment, labelling 2017 the women year, and the continuous support of the political leadership to women rights.

oumuamua 1I 2017 u1 solar system trajectory illustration comet asteroid or alien spaceship nasa swri esa stsci PIA22357_fig1

  • A mysterious object called `Oumuamua, the first interstellar visitor ever detected, flew through the solar system in 2017.
  • Most astronomers think it`s a comet, though `Oumuamua`s identity may never be fully settled.
  • However, interstellar objects might visibly pass by once every 5 years. By the mid-2020s, powerful new telescopes may catch up to 10 per year.
  • Scientists are developing space missions to rocket toward newfound interstellar objects and explore them with small robotic probes.
  • Laser-propelled spacecraft like Starshot might one day be a fast and inexpensive way to check out weird space objects.

Without any warning, a mysterious object flew past Earth in October 2017 at a distance of about 15 million miles.

By the time astronomers discovered the cigar-shaped object, it was already careening out of the solar system at 110,000 mph — about 75 times faster than bullet shot from a gun.

Astronomers initially called it "1I/2017 U1" — with the "I" standing for interstellar, since the object`s trajectory strongly suggested it came from another star system. It represented the first interstellar object ever detected, so they eventually decided on the Hawaiian name `Oumuamua, meaning: "a messenger from afar, arriving first."

Several telescopes on the ground and one in space took limited observations of `Oumuamua as it flew away. But the skyscraper-size object was too small, too fast, and detected too late to study in full. And now it`s too far and too dim to observe with our current technologies.

"This one`s gone forever," David Trilling, an astronomer at Northern Arizona University who led Spitzer Space Telescope observations of the object, previously told Business Insider. "We have all the data we`re ever going to have about `Oumuamua."

Scientists may never settle on the true identity of `Oumuamua. But the latest and best guess about the object`s identity is that it was an elongated, roughly 820-foot-long comet, according to a forthcoming study in Astrophysical Journal Letters (and almost certainly not an alien spacecraft).

Read more: A bizarre interstellar object called `Oumuamua continues to perplex astronomers a year after it vanished. Here`s why a few scientists still wonder if it was alien.

The astronomers who discovered and scrutinized `Oumuamua have not called it a day, though: They are already preparing for the next visit by an interstellar object.

In November 2017, Trilling and others published a study suggesting that current telescopes may see one such a cosmic interloper every five years. By the mid-2020s — after powerful new telescopes come online and begin hunting for dangerous asteroids — we may spot one `Oumuamua per year. Higher estimates suggest we could even expect up to 10 interstellar object detections per year, according to Harvard astronomer Avi Loeb.

"With this one, we were taken fairly by surprise," Olivier Hainaut, an astronomer with the European Southern Observatory who`s worked on several studies of the object, previously told Business Insider. "With the next one, we are ready."

Hainaut was referring to observatories, but he and others are also scheming something out-of-this-world.

Hainaut says at least two teams — one based in the US and another in Europe — are developing conceptual space missions to ride out and meet a future interstellar object. He added that the proposals would be "realistically affordable," or on the order of 500 million (the price range dictated by NASA`s Discovery program).

"We had a workshop on this in October, and at the beginning of the workshop we said, `This is impossible.` But after one week of hard work, we realized it`s not impossible anymore, it`s just difficult," Hainaut said. "Impossible? That`s a problem. Difficult? As a first approximation, that just means expensive."

How scientists plan to intercept an interstellar interloper

The biggest problem with trying to explore an interstellar object up-close is uncertainty about where it`d come from, when it will appear, and how close to Earth it might get.

That`s because the only data point we have is `Oumuamua itself.

To get around this, Hainaut said one option is to have a rocket on stand-by, and launch a relatively small spacecraft (to maximize range and flexibility) once the next interstellar object appears.

"You`d have to have the spacecraft ready in the hanger and hope you have a pretty big rocket," he said.

But scrambling to launch a behemoth rocket — such as SpaceX`s Falcon Heavy, ULA`s Delta IV, Blue Origin`s New Glenn, or just maybe NASA`s Space Launch System — may not be practical or affordable.

"The other alternative is to park the spacecraft and the upper stage of the rocket in space," Hainaut said. "You just leave it there, and when the object is discovered, you launch it."

The closest parking spot would be low-Earth orbit, though one of several LaGrange points — neutral points of gravity in space between Earth and its moon (pictured below)— would give scientists maximum flexibility in reaching a target.

Parking any current upper-stage rocket in space for months or years may be too risky, though, because the vacuum of space is an incessant torture of scorching heat, freezing cold, space debris, and blasts of solar radiation. This increases the chances an upper stage`s electronics and fuel systems may stop working.

However, NASA has given ULA and Blue Origin some funding to develop advanced upper stages guaranteed to last for years in space. SpaceX is also working on a durable interplanetary vehicle called Starship that could survive in deep-space for a long time.

Could we ever catch up to `Oumuamua in deep space?

Those are just the possibilities with current and imminent aerospace technologies, though.

A couple of decades from now, a project called Breakthrough Starshot might provide a faster, cheaper, and wilder option.

The idea is to propel tiny spacecraft to another star system with ultra-powerful lasers, perhaps at around 20% the speed of light. Starshot, which was announced in April 2016, was dreamed up by Loeb at Harvard, Stephen Hawking, and other researchers. The project is backed by a Russian-American billionaire.

As a test run someday, such robots could be sent to catch up to and study `Oumuamua in deep space.

"If we had the Starshot infrastructure, it would have been trivial to chase down `Oumuamua," Loeb told Business Insider in an email. "Even with a speed of merely a tenth of a percent of the speed of light (namely a factor of 200 smaller than the ultimate goal of Starshot) it would be possible to catch up with Oumuamua in a matter of months by sending a cell phone camera that weighs a gram."

That`s not to say it would be easy. By the time a Starshot nanocraft could actually launch, `Oumuamua would be much dimmer — which means the probe would have to get pretty close to take a photo. When traveling at incredibly high speed, that`s a difficult maneuver to get right.

"In my view, it makes much more sense to wait for the next interstellar object to be discovered," Loeb said. "If we catch it on its way to us, we could even contemplate a space mission that will fly by it or even land on it."

Hainaut`s conceptual proposals rely on more traditional chemical rockets, but he said he`d welcome an innovative solution like Starshot.

"The Breakthrough Starshot is extremely interesting. The problem is that the laser technology that is required is far from being ready," Hainaut said. "I hope it will be one day."

NOW WATCH: Astronomers have discovered a bizarre-looking object that came from outside our solar system

CAIRO - 30 March 2019: President Abdel Fatah al-Sisi announced a number of decisions in Egyptian Women Day ceremony held on Saturday to honor women and ideal mothers.

The president declared raising the minimum wage to LE2,000 from LE1,200. The remaining decisions are pertinent to women precisely as indicated below.

The government will study mechanisms that will help women shift from the informal to the formal sector and enter nontraditional fields.

The government will draft legislations that combat violence against women including child’s marriage, deprivation from education and children allowance (by the husband) after divorce.

The government has to study thoroughly the phenomenon of low-income “indebted women” (dubbed in Arabic Gharemat) for its repercussions on Egyptian families. Those women go to jail for failure to pay back their debts incurred because of buying goods needed by their households or their daughters when getting married.

The government must take the necessary measures to promote financial inclusion among women and achieve women’s technology empowerment. That is in addition to providing more support for women-owned small projects.

President Sisi urged the government to draft amendments to the mandatory community service law to become a training program that qualifies young women to enter the labor force.

President Sisi said he looks forward to the outcomes of “Mawada” which is a program aimed at raising awareness on marriage responsibilities among youth. He also called for more political participation among women.
CAIRO – 30 March 2019: The Cairo Criminal Court sentenced on Saturday 30 defendants to between 10 years to life in prison for plotting a suicide bombing on a church in Alexandria’s Al-Asafra neighborhood and joining a terrorist group.

Court officials said in press remarks that the defendants had embraced the ideas of ISIS and received their training abroad.

The attack on the church did not take place, however, two deadly bombings took place targeting two churches in Alexandria and Tanta in April 2017, which left 45 people dead.

CAIRO - 10 April 2017: Four hours after the explosion of a bomb that targeted the Mar Girgis Church in Tanta, north of Cairo, on Palm Sunday, a suicide bomber turned the prayers of worshippers at Alexandria`s Coptic Orthodox Church into screams and tears.

Twenty of the defendants who appeared in court did not react to the sentences, and there was no immediate comment from lawyers representing them.

The other 10 are still on the run and were sentenced in absentia.

Earlier, Egypt’s General Prosecutor Nabil Sadek ordered the referral of 30 terrorists to the Higer State Security Criminal Court for establishing a terrorist group that embraced that ideology of ISIS.

Authorities in Iran worked on Saturday to evacuate villages threatened by flooding in southwestern areas as forecasters predicted more of the heavy rains that have killed at least 45 people this week, state media reported.
Pope Francis arrived in Morocco on Saturday to start a two-day trip centered on inter-faith relations.
Flash floods have killed at least 32 people in western Afghanistan, destroyed homes and swept through makeshift shelters that housed displaced families, a government official said on Saturday.
